How to get Shadow Monarch
Shadow Monarch is obtained through Nightmare Shadow Gate raid. You can’t get it from Arsenal summons.
The Shadow Gate guide covers the raid and its drops. Once you have Shadow Monarch, complete The System, Arise: Igris and Demon King’s Longsword in that order.

How to upgrade it

Farm Nightmare Shadow Gate for Shadow Monarch.

During Knight’s Oath, the boss is invulnerable. Kill the summoned Oath Knights before the phase timer runs out.

Complete The System, Arise: Igris and Demon King’s Longsword in Evolution, in that order.

After Stage II, open the Igris tab in Evolution to see his separate upgrades.
